Tim Gaspar Calls on Opponents to Join Him in Supporting Enforcement ofL.A. Municipal Code 41.18 to Protect Schools, Parks, and Libraries
Los Angeles, CA October 28, 2025 — Tim Gaspar, candidate for Los Angeles City Council, today issued a public letter to his opponents, Barri Worth Girvan and Jon Rawlings, urging them to take a clear position on enforcing Los Angeles Municipal Code Section 41.18 — the city ordinance that allows Councilmembers to prohibit individuals from lying, sleeping, blocking, or storing personal property in public rights-of-way and in front of schools, parks, and libraries.
“Homelessness and public safety are the two issues I hear most about from residents,” said Gaspar. “Our families deserve safe, clean, and accessible public spaces. Section 41.18, when enforced responsibly and paired with services and outreach, helps us protect our children while treating people experiencing homelessness with compassion and accountability.”
In his open letter, Gaspar calls on Worth Girvan and Rawlings to publicly commit to enforcing 41.18 if elected, emphasizing that voters deserve transparency from every candidate on how they intend to address safety in public spaces.
“To date, Ms. Worth Girvan and Mr. Rawlings have not taken a public position on this issue,” Gaspar said. “The people of our district deserve to know where their leaders stand. This isn’t about punishment, it’s about ensuring that our schools, parks, and libraries remain safe and welcoming for all.”

Gaspar points to the successful implementation of the ordinance in Council District 3 as evidence that it can work citywide when paired with strong outreach and support services.
