Meet Tim

A lifelong resident of the West Valley, Tim grew up in Canoga Park, attending local public schools before graduating from El Camino Real High School, Pierce College, and California State University, Northridge. His deep roots in the community have shaped his commitment to its growth and well-being.

In 2008, Tim founded Gaspar Insurance with a clear purpose: to help people navigate some of life’s most challenging moments. He built the company on a foundation of empathy, trust, and a deep commitment to solving problems for families and businesses alike. Whether supporting a family after losing their home or helping a local business recover from a setback, Tim has always focused on being a reliable partner in times of need. Under his leadership, Gaspar Insurance has grown into one of the largest independent firms in Los Angeles and the San Fernando Valley, serving thousands of clients.

An active and longtime community leader, Tim has served on numerous boards for non-profits and service organizations across the Valley. These include the Discovery Cube Los Angeles, Metropolitan YMCA of Los Angeles, Viewpoint School Board, Woodland Hills/Warner Center Chamber of Commerce, and the CSUN Nazarian School of Business.

Tim finds daily inspiration from his wife, Christina, a career attorney with the Department of Justice, and their two children, JJ and Ry, who they are proud to be raising in Woodland Hills.

Tim’s priorities for the west valley

Public Safety

Safer communities are priority number one for nearly everyone in Los Angeles. Yet, shoplifting and
“smash and grabs”, slow 911 response times, and violent crime continue to be major challenges in the City. We need to not only properly invest in police and public safety but also use resources as wisely as possible to keep Los Angeles businesses, families, and neighborhoods safe.

– Hire and maintain a sufficient number of police officers and firefighters.
– Prioritize upgrading and maintaining equipment.
– Utilize technology to reduce administrative costs and improve response times.

Small Business Growth & Job Creation

In Los Angeles, small businesses are the region’s largest employer, providing jobs for hundreds of thousands of people and generating billions in economic activity. Yet City Hall continues to adopt conflicting and often impractical policies that make it harder for businesses to grow and thrive.

– Audit business permitting and licensing to reduce turnaround times and help new
businesses launch faster.
– Step up enforcement and fines for unlicensed businesses.
– Audit small business incentives programs and eliminate the ones that do not work.
– Invest in training programs that prepare Valley youth for skilled trades and quality careers.

Homelessness

For over 15 years now, our City and County have struggled to make meaningful progress in solving homelessness. We need new leadership that asks the tough questions, will cut waste, and prioritize approaches that work.

– Swift enforcement of camping laws to clean up encampments immediately.
– Remove the lengthy and costly permitting processes that drive up housing construction
costs and cause years-long delays.
– Work with neighbors to oppose out-of-scale developments while prioritizing cost-efficient,
well-planned housing solutions.

Investing in Youth

Our City and County have a unique opportunity to invest in the next generation and build a stronger, more resilient community. With the right leadership, we can champion bold ideas that create lasting impact for our youth.

– Expand early intervention programs that empower at-risk youth with the tools they need to succeed—through housing support, education access, and mentorship.
– Streamline processes to accelerate the rollout of youth-focused initiatives and ensure that resources reach those who need them most.
– Collaborate with local communities to develop scalable, cost-effective programs that prioritize long-term growth and opportunity.
